WorkSource Portland Metro is a publicly funded one-stop career center system serving Multnomah and Washington Counties. Services are free and funded through Workforce Innovation and Opportunity Act (WIOA) and other public sources. WorkSource operates multiple walk-in locations across the metro area and serves job seekers at all skill levels.

Core Services (free for all job seekers):

  • Workshop access (interview skills, LinkedIn, salary negotiation)
  • Online learning tools via MyWorkSource
  • Access to computers, printers, fax, and phone

STEP — SNAP Training & Employment Program: For SNAP (food stamp) recipients who are NOT receiving TANF cash benefits. STEP connects participants with a dedicated coach who creates a personalized employment plan, helps identify growing career pathways, and may cover training costs, transportation, work clothing, and other support services. This is one of the most robust free employment programs available to low-income Portlanders.

Vocational Training Scholarships (WIOA-funded): For eligible low-income individuals, WorkSource can fund short-term occupational training, GED/HiSET prep, ESL classes, and certificate programs leading to employment in high-demand industries. Scholarship amounts vary; income qualification and occupational in-demand status both factor in. Veterans and low-income individuals receive priority.

Career Boost: A supplemental program layered on STEP for SNAP recipients who need additional job readiness support before entering the workforce.

SE Works — WorkSource Portland Metro Southeast: SE Works is the WorkSource operator for SE Portland, with two locations: 6401 SE Foster Rd and 8044 SE Harold St. SE Works also has a specific Justice-Involved Adults track providing services to formerly incarcerated job seekers.

Case manager notes: WorkSource is underutilized by case managers who think of it as just a job board. The STEP program and WIOA training scholarships are substantial resources for clients on SNAP who need skills training. The SE Works justice-involved track is a warm, low-barrier entry point for clients with records. Language access line available at 833-685-0845.

Eligibility

All job seekers welcome for core services. STEP: SNAP recipients not receiving TANF, age 16+. WIOA training scholarships: income-eligible, low-income priority; program must lead to in-demand occupation. Veterans receive priority for all funded programs.
