Since 2006, the Portland Immigrant Rights Coalition (PIRC) has defended the rights of immigrants in Oregon through education, rapid response, and legal support. PIRC became an independent nonprofit in 2021 and is one of the primary statewide responders during ICE activity.

Statewide Hotline — 1-888-622-1510, available 24/7 for people reporting ICE activity, seeking support during detention or deportation, or trying to locate detained family members. PIRC has referred nearly 1,000 detained community members across Oregon to rapid response legal support and hundreds more to social services, mutual aid, and direct accompaniment.

Legal Observation & Court Support — Daily presence at the Portland Immigration Court and the Portland ICE building to provide legal observation, rapid response activation, and support to community members at check-ins and hearings.

Migra Watcher Training — Free training for community members and allies to respond when ICE shows up; PIRC has trained more than 5,000 rapid responders statewide.

Advocacy & Accompaniment — Policy engagement, media outreach to share immigrant stories, and direct accompaniment for community members during high-risk moments.

Case manager notes: PIRC is the right call for any immigration crisis happening right now — detention, an ICE encounter, a missing family member after a raid. They are not an immigration law firm and do not directly file applications; for casework (asylum, adjustment of status, DACA, deportation defense), pair PIRC with a legal services org like ICS or Catholic Charities. For trans/queer immigrants specifically, PIRC does not advertise an LGBTQ+ track, but their rapid response work is non-discriminatory and they coordinate with movement partners. Spanish-language materials are available on their site.

Immigrants and immigrant families anywhere in Oregon facing detention, deportation, or ICE encounters. No income or status requirements.
