Portland Fire & Rescue's unarmed mobile crisis team responding to non-life-threatening behavioral health, mental health, and basic needs calls. Two-person teams (community health worker + EMT) operate citywide 6am, midnight. Responded to 15,353 calls in 2025. Alternative to police for mental health crises, welfare checks, basic needs requests. Right call when a client (or someone witnessing a client in crisis) needs an unarmed response.
