About

Multnomah County's energy assistance program operates through a network of culturally-specific partner organizations: Human Solutions, Latino Network, NAYA, IRCO, Self Enhancement Inc., Impact NW, Our Just Future, and St. Vincent de Paul. Clients apply through whichever partner best matches their cultural background or geographic neighborhood. LIHEAP and OEAP funds rotate by priority population each fall through spring.

Eligibility

Multnomah County residents at or below 60% state median income (varies by program and partner).
