The CLEAR Clinic became an independent nonprofit in March 2025 after spinning out of Portland Community College. It runs free drop-in legal clinics across the Portland tri-county area, helping with record and eviction expungements, court fines and fee waivers, legal name and gender-marker changes, and immigration program enrollment.
